Delaware US House of Representatives member (2016-current); member of the Committee on Energy and Commerce in Congress; CEO of the Metropolitan Wilmington Urban League (2004); named the state personnel director (2001-2004); appointed secretary of the Department of Labor of Delaware (1998-2001); appointed deputy secretary of the Department of Health and Social Services of Delaware (1993-1998).

Issues and Positions
Work to expand access to fresh produce for low-income individuals while making it a priority to listen to farmers and farmworkers.
Pass federal laws to protect access to abortion and give women the freedom to make their own health care decisions.
Supporting efforts to prohibit discrimination based on sexual orientation and gender identity in areas such as employment, housing, health care, and public accommodations.
Implement proper guidelines for our evolving technological world to protect us from harm while still benefiting from these improvements.
Remove barriers in employment, housing, education, etc., for individuals who committed low-level, non-violent drug offenses.
Provide law enforcement with the tools and resources to respond to crime in a timely and effective manner.
Support common-sense gun safety measures, including universal background checks, closing loopholes in existing gun laws, banning assault weapons, and funding research into gun violence prevention strategies and school mental wellness programs.
Create a comprehensive, bipartisan immigration reform that prioritizes reasonable pathways to citizenship while ensuring that we secure our borders in a safe and humane way.
Expand education pathways and investing in job training and apprenticeship programs and ensuring equal access to high-quality education.
Fight to make healthcare accessible for everyone, fight against any effort to privatize Medicare and Medicaid, and protect access to comprehensive reproductive health care.
Rebuild our economy by focusing on the middle class and promoting policies that prepare our workforce for the jobs of the future.
Protect the Veterans’ Administration from efforts to privatize it, expand workforce and educational opportunities for veterans, and support access to physical and mental health care.
Encourage investments in renewable energy, green job creation and training, and promoting clean air and water protections.
End partisan gerrymandering, stopping the influence of money in our politics, and enshrining federal voting rights protections.
